PandaDoc: pricing and who it's actually for
If your agency's sales motion ends with a proposal or a contract, the document tool is part of your stack whether you've chosen one or not. PandaDoc is the most agency-shaped option we've researched: proposals, quotes, and contracts with e-signatures, real-time tracking, and CRM integrations. This guide is based on verified vendor pricing and public documentation (July 2026) — we haven't yet run our hands-on scenario in it, and this page says so plainly until we have.
Good fit if: you send proposals, quotes, or contracts every week and want to see when prospects open them, sign them without printing anything, and stop rebuilding the same document from scratch. Skip it if: you sign a couple of documents a year — PandaDoc's own free eSign tier (or your existing tools) covers that.
What it costs
Three real tiers, and the gap between them is where to pay attention. The free eSign plan gives you 60 documents a year with e-signatures — genuinely enough for a solo consultant who just needs contracts signed. Starter at $19/seat/mo (billed annually; monthly costs more) adds unlimited document uploads and e-signatures, the drag-and-drop editor, and real-time tracking. The catch for agencies: the features you probably want PandaDoc for — custom quotes, CRM integrations, custom branding, content library, approval workflows, bulk send — all live on Business at $49/seat/mo. That's a 2.5x jump, and some Business features are annual-plan-only. Budget for Business if proposals are your sales motion; Starter if you just need unlimited signing.
Where it fits in an agency stack
The pattern we see: CRM tracks the deal (see our tested CRM picks), but the proposal itself lives in a document tool — and the handoff between the two is where deals stall. PandaDoc's pitch is closing that gap: proposals generated from templates, sent from inside the CRM (integrations are a Business-tier feature), tracked in real time so you know the prospect opened it Tuesday and stopped on the pricing page, and signed electronically without a print-sign-scan loop.
What the tiers actually gate
PandaDoc's free tier is a real free tier — 60 documents a year with legally binding e-signatures, no card required. Starter removes the volume cap. But agencies should read the Business column closely: custom quotes and sales agreements, CRM integrations, custom branding, the content library (reusable case studies, bios, and pricing blocks — the thing that makes proposal number forty take ten minutes instead of two hours), deal rooms, approval workflows, web forms, and bulk send are all Business-and-up. In our reading of the pricing page, Starter is a signing tool; Business is the proposal platform.
GDPR & EU notes
PandaDoc is SOC 2 Type 2 audited and GDPR-compliant, with data encrypted in transit and stored in a compliant US cloud. There's no EU data-residency option on the standard plans that we could verify — if EU residency is a hard requirement for your client contracts, confirm current hosting options with PandaDoc directly before committing.
Honesty note
Unlike our CRM pages, this guide is researched, not yet hands-on tested — the pricing and feature gates above are verified against PandaDoc's own pricing page (July 2026), but we haven't yet run a live trial through our agency scenario. When we do, this page gets upgraded the same way our monday CRM review was.

Frequently asked questions
Does PandaDoc have a free plan?
Yes — a free eSign plan with 60 documents per year and legally binding e-signatures, no card required. It's genuinely usable for a solo consultant who just needs contracts signed.
What does PandaDoc really cost for an agency?
Starter is $19/seat/mo billed annually and covers unlimited documents and e-signatures. But the agency features — custom quotes, CRM integrations, branding, content library, approval workflows, bulk send — live on Business at $49/seat/mo. If proposals are your sales motion, budget for Business.
What's the difference between Starter and Business?
Starter is essentially an unlimited signing and document tool. Business adds what turns it into a proposal platform: custom quotes and sales agreements, CRM integrations, custom branding and a reusable content library, deal rooms, approval workflows, web forms, and bulk send. Some of those are annual-plan-only.
Does PandaDoc integrate with Pipedrive or HubSpot?
Yes — CRM integrations are available, but note they're a Business-tier ($49/seat/mo) feature, not included in Starter.
Is PandaDoc GDPR-compliant?
PandaDoc states GDPR compliance and SOC 2 Type 2 auditing, with encrypted data stored in a compliant US-based cloud. We couldn't verify an EU data-residency option on standard plans — check directly if that's a hard requirement.
Did you test PandaDoc hands-on?
Not yet — this guide is researched from PandaDoc's own pricing page and public documentation, verified July 2026. Our testing policy requires us to say so plainly. When we run our hands-on scenario in it, this page gets upgraded.
Bottom line
For an agency or consultancy that sends proposals weekly, PandaDoc is the most complete option we've researched: free tier for occasional signing, $19 Starter for unlimited documents, and the real proposal platform at $49 Business — go in knowing that's the plan you're actually buying. We'll upgrade this to a fully tested review once we've run our own trial.
